The report is titled: “Non state actors in education – Who chooses, who loses?”
The launch event, held December 5, brought together more than 70 experts in education from government, non-government, and private sectors in Kazakhstan, Kyrgyzstan, and Tajikistan.
The significance of today’s report cannot be understated. There is no part of education in which non-state actors are not involved. Put simply, without non-state actors, the education of 350 million more children would fall on the responsibility of the state. They look after the youngest children, develop textbooks, transport children to school, put food in their canteens, develop skills after young people leave school and much, much more.

The 2021/2 Global Education Monitoring Report on non-state actors in education builds on a comprehensive set of country profiles available through the report’s PEER website, which details the variety of forms of non-state provision in education and the efforts countries have put in place to regulate these activities. Informed by these profiles, the report outlines the different ways in which non-state actors engage, receive funds and exercise influence in education.
