UNESCO builds capacities of the Kyrgyzstanís Ministry of Education and Science in the field of Education and Management Information Systems

On December 9-10, 2019, in Nur-Sultan, UNESCO, in cooperation with UNICEF, organized a study tour of the delegation from Kyrgyzstan to the Information Analytical Center (IAC) under the Ministry of Education and Science (MoES) of the Republic of Kazakhstan. The delegation included representatives of the MoES and the National Statistical Committee of the Kyrgyz Republic responsible for the implementation of the Education Management Information System (EMIS).

Under the theme of "Collecting educational statistics in the information system: National educational database" (NED), the tour aimed to build the statistical capacity of the Kyrgyz Republic in the field of collection education data and monitoring.

UNESCO has been supporting the Kyrgyz Republic in EMIS development. UNESCO and UNICEF prepared an analytical report on EMIS in the Kyrgyz Republic. It also organized a workshop on the nationalization of SDG 4 indicators, which was a timely and important contribution to the preparation of strategic documents in the education sector. Currently, EMIS is implemented in pilot schools with the support of UNICEF. In this context, there is a need to further enhance the capacity of the MoES staff and other stakeholders in EMIS.

The two-day study tour provided the Kyrgyzstanís delegation with an opportunity to get acquainted with activities of the IAC, the history of the creation of the NED and the formation of the regulatory framework governing the collection of educational statistics.

During the tour, the delegates met with Rustem Bigari, Vice Minister for Digitalization of Kazakhstan and heads of departments from the Ministry. Senior official and other IAC representatives introduced their experience on EMIS. The delegation is interested in further close cooperation with colleagues from Kazakhstan and in the implementation of EMIS, based on the example of NED.
